A dissertation defense in the specialty 'Law' took place at KSU.

Dissertation topic: «Administrative and legal principles of judicial proceedings under extraordinary legal regimes». 

Supervisor – Doctor of Juridical Sciences, Professor, Professor of the Department of National, International Law and Law Enforcement Activities of Kherson State University, Vasyl Stratonov.

The meeting was chaired by Doctor of Juridical Sciences, Professor, Professor of the Department of National, International Law and Law Enforcement Activities of Kherson State University, Oleksandr Sotula.

Following the defense, the one-time specialized academic council unanimously supported the dissertation of Mykhailo Shliakhovchuk for the degree of Doctor of Philosophy and decided to award the degree of Doctor of Philosophy in specialty 081 Law.

The Rector of KSU, Oleksandr Spivakovskyi, congratulated the doctoral candidate and the supervisor:

"Another successful defense at Kherson State University. And the topic of this research, «Administrative and legal principles of judicial proceedings under extraordinary legal regimes,» is of particular importance to us today. Its relevance is hard to overestimate. The full-scale war has presented the Ukrainian judicial system with challenges that could not be prepared for through theory alone. Martial law, temporary occupation of territories, danger to judicial system employees and citizens, staff turnover, the need to ensure access to justice under extraordinary circumstances—all of this has become our reality. It is especially important that the research takes into account the experience of the Kherson region during the period of temporary occupation and the functioning of the judicial system under extremely difficult conditions. For KSU, this is not an abstract situation. We ourselves have gone through the occupation of Kherson and relocation, and we continue to work for the region, a significant part of which remains under war conditions.

Therefore, such scientific works have more than just academic value. They reflect on the experience that Ukraine is gaining at an extremely high price and help to form the legal mechanisms of state resilience.

This is exactly how the state's intellectual capital is formed. We are not just preserving science under war conditions. We are reflecting on the new Ukrainian reality and creating knowledge that is meant to work for the future of Ukraine".
