A meeting of the rectorate was held at KSU

In his introductory remarks, KSU Rector Oleksandr Spivakovsky emphasized that today, Ukraine's educational environment has lost its homogeneity. There are first and second wave relocated universities, and universities in the frontline areas of Sumy, Zaporizhallya, Kharkiv, Mykolaiv, and Odesa. There is Kyiv, where air raid sirens do not cease for weeks, and institutions in relatively safer regions.
Conditions vary. But can this lead to a difference in the quality of education?

"Should a student of a frontline or relocated university receive a lower quality education? I am convinced that not. There are many external and internal factors, but the learner should not suffer because of them. This is something, in particular, I will speak about as an expert at the NAZIAVO forum on September 17.
Many questions lie ahead of us. Approaches to labor compensation are changing. We need to find solutions regarding student numbers and workload, the special fund, international projects, and digitalization. And all the while, we must seek a balance between our ambitions and reality.
KSU has repeatedly proven its ability to find such a balance. Even when it is necessary to make difficult decisions and set aside our own ambitions for the sake of institutional interests.
Changes affect everyone. They affect me as well, as legislation limits a rector's term to two terms. That is why it is especially important to me that we build a system that does not depend on a single individual.
The main capital of a university – its name and reputation. What was created over decades can be broken quickly. Our task – to preserve what generations before us built, what we have developed, and to pass it on even stronger.
So, let us move forward together. Within the bounds of the law, common sense, and our shared system of values", – noted Oleksand Spivakovsky.

First Vice-Rector Serhii Omelchuk reported on the results of the Summer School of Professional Development. According to him, 342 participants registered for training this year, which is almost double the figure for the Winter School (178 people). One of the features of this year's School was an off-site in-person module in Uman, which brought together 59 participants.

As a result of the training, 207 participants successfully completed the program and received certificates. Serhii Omelchuk specifically noted that among the Summer School graduates, 111 were KSU employees and 96 were representatives from other HEIs.

The First Vice-Rector also informed the Rectorate members about the formation of the application for Kherson State University to participate in the third cycle

Special attention was paid to the organization of reporting for students of the third (educational and scientific) level of higher education and their transfer to the next year of study.

Among other things, the participants reviewed the organization of entrance examinations for postgraduate studies. Serhii Omelchuk emphasized that the entrance examinations will be held in an in-person format, but at the decision of the admissions committee, they may be conducted remotely if necessary. The heads of the relevant structural units have been instructed to ensure the proper organization of the admissions campaign and the conduct of examinations in accordance with the approved schedule.

Issues falling under the responsibility of the Vice-Rector for Academic and Scientific-Pedagogical Affairs, Daria Malchykova, were presented by the head of the Education Quality Assurance Department, Tetiana Cherkashyna, and the head of the Academic Department, Viktoriia Yatsenko.

During the meeting, the organization of in-person learning weeks in the autumn semester of the 2026/2027 academic year was considered. In particular, deans of faculties were instructed to ensure timely information for students and teachers regarding the conduct of in-person learning at the Vasyl Stefanyk Carpathian National University, to organize the educational process, submit proposals regarding the use of auditorium capacity, and also to provide timely information on the number of students and teachers who will require accommodation in dormitories.

The Rectorate members also discussed the coordination of work for the accreditation of the «Public Administration and Management» educational program of the second (Master's) level of higher education, and the preparation of the next issue of the electronic almanac «Master's Studies». In particular, the stages of preparation and the processing of scientific publications of second (Master's) level higher education students, responsible persons, and the deadlines for forming the electronic almanac were determined. Furthermore, faculties were instructed to update information on education quality assurance and to appoint dean assistants responsible for this area of work.

Vice-Rector for Social-Humanitarian and Scientific-Pedagogical Affairs, Veronika Denysenko, informed about the holding of ceremonies marking Knowledge Day for first-year students, which took place this year under the slogan «KSU: power of knowledge – power of the and future!». First-year students and students of senior years were greeted by representatives from the Kherson region, Ivano-Frankivsk region, the city of Kherson, international partner universities, and student self-government bodies.

In addition, Veronika Denysenko highlighted issues regarding the preparation and conduct of university events, the involvement of KSU representatives in regional and all-Ukrainian initiatives, the formation of student self-government bodies at the faculties, and the standardization of the format for managing the pages of combined faculties on social networks.

Issues falling under the responsibility of the Vice-Rector for International and Scientific-Pedagogical Affairs, Alla Tsapiv, were presented by the head of the International Relations Department, Yevheniia Revenko. She spoke about KSU's participation in the competitive selection of the Horizon Europe program, the preparation of a project application for participation in the British Council «Gender Equality Partnerships 2026» program, as well as the progress of the implementation of the «DigiUni-Open Ukrainian Initiative» and «SAFER» international projects. The speaker informed about the current status of international initiatives, the preparation of project documentation, and further steps regarding the development of international partnerships and the university's involvement in new grant opportunities.

Vice-Rector for Digitalization, Innovation, Investment, and Scientific-Pedagogical Affairs, Oleksandr Lemeschuk, provided detailed information on the update of the official KSU website. In particular, it concerned the migration of the web resource to a new software engine, the update of the homepage, the implementation of an editor's guide and a style guide, the integration of artificial intelligence tools, the possibility of authorization using a corporate account, as well as the launch of a weekly digest of news and web resource analytics. Separately, the holding of training sessions for editors of the university website was announced.

Oleksandr Lemeschuk also presented new opportunities of the KSU24 digital ecosystem, including the integration of classes with courses in the LMS with activity viewing, two-way transfer of grades between the electronic journal and the LMS, a service for working with PDF documents, and a text recognition tool (OCR) based on artificial intelligence technologies.

Furthermore, the Rectorate members were informed about the extension of licenses for corporate software products that ensure the uninterrupted operation of the university's digital educational environment.

Subsequently, Chief Accountant Iryna Popova provided clarifications regarding the main provisions of the Resolution of the Cabinet of Ministers of Ukraine dated August 31, 2026, No. 1078 «On the conditions of payment of wages for pedagogical and scientific-pedagogative workers». Separately, the speaker informed about the arrears of students studying at the expense of individuals or legal entities and those who were expelled from KSU for various reasons.

The Head of the Legal Department, Iryna Nikitinska, reported on the most current court proceedings.

Oleksandr Voloshyn, acting head of the Infrastructure Support Department, reported on the preparation of KSU infrastructure for the 2026/2027 academic year, current issues regarding the activities of the KSU Kherson Office, the work of the student campus, and the procedure for the placement of KSU employees and higher education students in Ivano-Frankivsk.
