Admission of children and youth from the temporarily occupied territories of Ukraine to higher education institutions
In 2026, all applicants registered or declared in the TOT or areas of active hostilities are entitled to admission under quota-2. This means that they participate in a separate competition for state-funded places and do not compete for them alongside other applicants.
🔹Who enters based on NMT results?
If you left before October 1, 2025, you enter based on NMT results and participate in the competition for budget places under quota-2.
🔹Who can choose NMT or an interview?
If you are still in the TOT or territory of active hostilities or left after October 1, 2025, you can enter based on NMT results or undergo interviews on NMT subjects at your chosen higher education institution.
Important: before submitting the first application, you must contact the admissions committee of any HEI to register the right for special admission conditions in EDEBO. An applicant's electronic cabinet can be registered on the EDEBO portal. Submission of applications for bachelor's and medical master's degrees will take place from July 19 to 6:00 PM on August 1.
Through the electronic cabinet, you can:
🔹 register for interviews and creative competitions;
🔹 submit applications;
🔹 track their status;
🔹 confirm your choice of study place.
Admission assistance is provided by educational centers that operate from June 1 to September 30. They provide support at all stages, and some processes can be completed remotely, even before leaving.
Free accommodation is provided during the admission period. Scholarships, state support, and adaptation assistance are also provided.
If you are only planning to leave, as part of the initiative of the President of Ukraine Bring Kids Back UA, they help you leave for free, confidentially, and with full support — even without documents.
If you are not ready to enroll immediately, preparatory programs are available, including a «zero course».
