On April 27, a meeting of the Academic Council was held at Kherson State University. The event was held under the chairmanship of Rector Oleksandr Spivakovsky with the participation of First Vice-Rector Serhii Omelchuk, vice-rectors, deans of faculties, heads of structural units, and other members of the collegial body.

At the beginning of the meeting, those present heard reports on:

  • results of participation in a working visit to the University of Klagenfurt (Klagenfurt, Austria) during the period from April 13 to 17 as part of the implementation of the EU Erasmus+ Key Action 1 project No. 2023-1-AT01-KA171-HED-000142478. Speaker: Rector Oleksandr Spivakovsky.
  • results of participation in the SUUN Training Course 2026: Higher Education Management & Internationalization (Higher Education Management and Internationalization) with the support of the German Academic Exchange Service (DAAD), during the period from April 19 to 25 at Saarland University (Saarbrücken, Germany). Speaker: Vice-Rector for International and Scientific-Pedagogical Affairs Alla Tsapiv.
  • results of participation in the Professional Development Program for Academic Managers as part of the implementation of the World Bank project "Improving Higher Education in Ukraine for Results". Speaker: First Vice-Rector Serhii Omelchuk.

"Every business trip or training session should end not just with a report, but with implementation – concrete decisions, results, and changes in the university. My position is unchanged: we support mobilities that yield measurable results – for the development of every individual and the strengthening of the university as an institution," – commented Oleksander Spivakovsky. 

Subsequently, Vice-Rector Serhii Omelchuk, together with Vice-Rector Oleksandr Lemeschuk and the Assistant to the Rector for Strategic Issues Maksym Poltoratskyi, presented the creation of the university's integrated digital ecosystem.

Having heard and discussed information regarding the transition from fragmented digital solutions to a systemic digital infrastructure, and the institutionalization of the university's corporate AI environment (the transition from "AI as a tool" to "AI as an environment"), the members of the Academic Council supported the draft decision:

  1. To implement a corporate LLM and corporate AI agents in the university's management and expert activities starting from September 2026.
  2. To implement an integrated digital educational ecosystem of the university by forming a single digital educational environment (integration of KSU24, KSU-online, and AI services).
  3. To develop and implement a single standard for the structure of disciplines on the KSU-online platform to develop an inclusive digital educational environment for the university.

Among other things, the members of the Academic Council voted on a competitive issue – the election of Nataliia Tereshenko to the position of Head of the Department of Culture and Arts.

"We congratulate Nataliia Tereshenko on her election to the position of Head of the Department of Culture and Arts of KSU. This is a vote of confidence and, at the same time, a responsibility for implementing a clear program of action. I wish you success and results," – noted Oleksandr Spivakovsky.

Nataliia Voropai, the Executive Secretary of the Admissions Committee, reported on the approval of the Rules of Admission for Higher Education at Kherson State University in 2026.

The block of issues from the Vice-Rector for Academic and Scientific-Pedagogical Affairs Daria Malchykova included a number of important matters:

  • On the approval of the Procedure for transferring higher education students studying at the expense of individuals and legal entities to state-funded places.
  • On introducing changes to the Procedure for ordering, manufacturing, issuing, and accounting for documents of higher education, supplements to diplomas of the European model, and academic certificates at Kherson State University.
  • On introducing changes and closing educational programs.
  • On the approval of certificate programs.
  • On changing the guarantors of educational programs.
  • On granting a recommendation endorsement from the Academic Council of Kherson State University to educational and teaching-methodological publications. 

During the Academic Council, the Acting Head of the Infrastructure Support Department, Oleksandr Voloshyn, was heard regarding the approval of the Regulations on the Department. The Head of the Postgraduate and Doctoral Studies Department, Lidiia Bondarenko, informed about the formation of a one-time specialized council for conducting a defense in specialty 091 Biology.

First Vice-Rector Serhii Omelchuk reported on the recognition of internship results for scientific and pedagogical workers and the granting of an endorsement from the KSU Academic Council to scientific publications.

The Head of the Education Quality Assurance Department, Tetiana Cherkashyna, spoke about the listed results of a survey of students at the first (Bachelor's), second (Master's), and third (educational-scientific) levels of higher education in full-time, correspondence, and evening forms of study regarding educational components for the spring and autumn semesters of the 2024/2025 academic year.

The information of the Dean of the Faculty of Medicine, Ihor Holovchenko, regarding the approval of the concept of educational activities of Kherson State University for training students at the first (Bachelor's) level of higher education in specialty I6 Medical Diagnostic Technologies and Treatment, specialization I6.01 Laboratory Diagnostics, field of knowledge I Healthcare and Social Security, was also heard; those present voted unanimously for the draft decision.
