Dave Buri as Director of Government Relations of the Eastern Washington University is responsible for the submission of the applications for financial assistance from the government of Washington State. Dave Buri explained in details about the structure of the EWU budget during the meeting with the first Vice Rector of Kherson State University Dr. Alexander Spivakovskiy. The Director of Government Relations narrated that the Government of Washington State every two years allocates EWU 65 milion dollars for the University's operational needs. As a separate budget item goes the State financing for University's permanent strucutres. This year, for instance, the Washington State Government allocated about 69 million dollars for reconstruction and completion of the EWU stadium. The other important source for financing of the American higher educational establishments is the sponsor and donor help, that usually covers 20-30% of the University's expences.

First Vice-Rector of Kherson State University, in turn, told the Director of Government Relations of the Eastern Washington University about the budget structure of Ukrainian higher educational establishments and areas of funding from the Ministry of Education and Science, Youth and Sports of Ukraine. Alexander Spivakovskiy and David Buri also discussed the prospectives of the new mutual KSU and EWU project for ICT strategic plan realization due to IREX Organization.
