June 10th is the deadline for graduates to submit applications to higher education institutions regarding refusal or participation in the state rating distribution.

Registration of graduates in the ECPP will continue *from June 12 to June 22*.
*On June 23rd* the system will form a graduate rating.
The rating of all graduates participating in the distribution and the graduate will be able to see their own rating in the work account.
*After this, graduates will have access to the application process in the system for their desired internship places*, which will be announced later.
In accordance with the order of the Ministry of Health of Ukraine No. 177 dated 01/30/2025, an electronic system for rating distribution of graduates of higher education institutions for completing the internship training program is being implemented in the 2025-2026 academic year.
This system was created to ensure a transparent and fair mechanism for determining internship places, the convenience of interaction between graduates, higher education institutions and healthcare institutions, as well as to automate the procedure for forming ratings based on objective criteria and a clearly defined competitive procedure.

The Ministry of Health approved an order that introduces changes to the internship admission rules.So, what is important to know about this year's internship admission? The Ministry of Health has informed educational institutions that train students in the specialty 22 "Healthcare" about vacant positions for doctors (pharmacists/pharmacy interns) in various regions and specialties. The ranking distribution for the internship is conducted by the commission of the higher education institution. At the same time, foreign nationals, stateless persons, and Ukrainians who graduated from higher education institutions abroad are NOT included in this distribution. The distribution is based on the competitive score – the one who performed better academically will have the most options to choose from. This year, the formula for calculating the competitive score has been changed. The results of KROK-1 are additionally taken into account, and in addition, the share of the KROK-2 result has been increased and the share of the average score has been reduced. For graduates who took the licensing integrated exam or the unified state qualification exam (USQE), which does not include an objective structured practical (clinical) exam (OSP(С)Е), according to the formula: CS = 0.25 × AS + 0.25 × KROK-1 + 0.5 × KROK-2, For graduates who took the YEDKI, the component of which is OSP(С)Е, according to the formula: CS = 0.2 × AS + 0.2 × KROK-1 + 0.4 × KROK-2 + 0.2 × OSP(С)Е, where CS is the competitive score, AS s the average score. If applicants have the same competitive score, those with the best results in the KROK-2 test exam will be ranked higher.
The higher education institution posts a ranking list of graduates on its official website no later than three days before the commission meeting. The commission meeting is held with video broadcasting and video recording. The video recording of the meeting is stored for a year. Students must receive distribution offers no later than two weeks before the completion of higher education. Graduates in specialty 228 "Pediatrics" will be able to undergo an internship in the specialty "Internal Medicine", and graduates in specialty 222 "Medicine" - in the specialties "Pediatrics" and "Pediatric Surgery". Graduates who studied at the expense of the state budget will be able to choose a specialty and a healthcare institution for internship from among the available vacancies. The higher the rating score of the graduate, the wider the opportunities he will have in choosing specialties and places of internship. Those of them who refuse to participate in the distribution have the right to undergo a repeated ranking distribution next year. Contract students will also be able to participate in the distribution of state places or choose others and study under a contract. At the same time, the order provides that graduates of the budgetary form of education may refuse the place of study in an internship on the state distribution and choose it independently in cases where: · graduates, their spouse, one of the parents or people replacing them have a disability of group I or II or are people with disabilities as a result of the war;
To enroll in an internship, graduates of previous years who studied at the expense of the state budget and graduates from among the preferential categories must obtain approval from the Ministry of Health. It is provided on the basis of the graduate's application and a letter of approval from the higher education institution where the graduate plans to undergo an internship. The letter indicates the specialty to which the future doctor (pharmacist)-intern is proposed to be enrolled, and the place of practical training in the internship. At the same time, graduates from privileged categories, including persons from among the military who performed military service during martial law in Ukraine and were released to the reserve, have the right to undergo internship training at the expense of the state budget if there are vacant state order places unused during the rating distribution. The term of internship in the specialty "Physical and Rehabilitation Medicine" is increased - from two to three years - for graduates who enter the internship from 2024. This will allow bringing education in this specialty in line with European requirements. Training of interns in the internship is carried out on the basis of approved programs. Approximate internship training programs are developed by expert groups by specialty and approved by the Ministry of Health. During the internship, interns must master certain competencies specified in the training program. If the intern cannot acquire the full list of competencies in the healthcare institution that he or she chose during the distribution, the head of such institution, together with the head of the group of interns of the higher education institution, are obliged to ensure the selection and secondment of the intern to another healthcare institution. The schedule of such trips is approved by the head of the healthcare institution by September 1 of the current year for the new academic year and sent to the regional structural unit for healthcare. The duration of a trip to another healthcare institution during the academic year has been increased - now it should not exceed 70% of the time allocated for the practical part of the internship training. The intern must be familiarized with the approved trip schedule in writing. During the period of a business trip to a higher education institution or other healthcare institution, an intern is guaranteed to retain their position at their primary place of work.
